The Franklin County Budget Commission meets twice a year to forecast the tax revenues and the total available resources the township uses when adopting its annual appropriation budget. The first certificate each August is derived from estimates prepared from the tax budget adopted in July. The amended certificate prepared in January is calculated using actual year-ending carryover resources and the total available resources by the Franklin County Budget Commission.
Total Real Estate Tax revenue is based on total valuation by property type (class) multiplied by 35% to get the assessed value, then multiplied by the effective millage by class divided by 1,000. The 2024, effective millage rate 8.15 is the total voted full rate 26.75 multiplied by the reduction factor 0.61 supplied by the State of Ohio on new valuations. The reduction factor goes up as the total valuation is increased with new reappraisals.
The basis of estimating a homeowner tax is valued on a $100,000 home for the purpose of simplicity. The Franklin County Auditor then uses 35% of that value to obtain an "assessed value". The assessed value is then multiplied by the effective millage and divided by $1,000 (the mill) to get the amount of taxes.
For Example
$100,000 Home = $35,000 Assessed Value / $1,000 = 35 * 8.15 Effective Mills = $285.25
In taxes paid to the Jackson Township Division of Fire Fund. The General Fund and Road and Bridge Fund have 1.20 mills of inside millage that adds $42.00 taxes paid to Jackson Township.
